
Judge Moore’s proven experience and innovative leadership have helped create one of the strongest counties in the Commonwealth.
During Judge Moore’s tenure, he has voted to decrease property tax rates by 24 percent, while residents continue to enjoy an above-average median income, robust public services and amenities, a safe community, and outstanding schools. Judge Moore has worked hard to implement consistent standards for all county employees to ensure high-quality, high-performing services are delivered to every resident. During Judge Moore’s current term, he voted to create a communications department to keep citizens better informed. Judge Moore deeply cares about the opinions of county residents, resulting in county satisfaction surveys to ensure all voices are heard.

Judge Moore’s fiscally conservative leadership has enabled the county to continually lower the Fiscal Court’s real property tax by over 24% since first taking office. During this reduction, services and resources have not only been maintained but have actually improved and grown—avoiding any cuts to services and positioning Boone County as a great place to live, work, and raise a family. While other communities have levied insurance premium taxes, Judge Moore has NEVER voted to implement one in Boone County, resulting in Boone County being the only county in the region without this additional tax.

Judge Moore continues to be a strong advocate and ally in securing funding for local law enforcement agencies, first responders, and emergency service departments. This commitment has resulted in an endorsement from the Kentucky Professional Firefighters Association.
His forward-thinking approach to protecting residents’ public safety led to the merging of the Boone County Sheriff’s Office, which today is one of the best full-service Sheriff’s Offices in the Commonwealth. Judge Moore, along with former Sheriff Mike Helmig, also created the state’s first School Resource Officer program. Judge Moore continues to work with Sheriff Les Hill to implement a new police-social worker program designed to better assist both officers and citizens. He has also supported the addition of multiple new deputies, new equipment, and upgraded technological advancements to help keep our community safe. Later this year, Boone County will break ground on a new, state-of-the-art 911 Emergency Management Communications Center.

As a lifelong Northern Kentuckian who grew up on his family farm, Judge Moore understands the importance of rural preservation. From serving as president of his high school’s Future Farmers of America (FFA) chapter to his role as Boone County Judge Executive, agriculture and green space have remained among Judge Moore’s core passions. As Judge Executive, he has led smart planning efforts that have preserved more than 4,600 acres of precious Boone County land. Judge Moore also founded The Boone Conservancy, a nonprofit organization dedicated to the preservation and conservation of Boone County’s rural land.
Through these efforts, Boone County has maintained approximately 58% of its land zoned for agricultural use - just 3% less than in 2002.

From safer roads to reduced congestion, Judge Moore has focused on practical solutions that benefit ALL Boone County residents. Judge Moore has leveraged national, state, and regional relationships to bring over $200 million in infrastructure investments to keep Boone County moving in the right direction. Under Judge Moore’s leadership in transportation, Boone County created the state’s first Transportation Improvement District (TID), which utilizes both private and public funding to maintain and improve Boone County’s transportation network. Judge Moore has also spearheaded the fight to ensure that all Boone County families have safe and clean drinking water, while ensuring proper fire safety protections. Today, over 98% of Boone County residents have benefited from these efforts. All aspects of infrastructure are important to Judge Moore, including the countywide installation of high-speed broadband internet throughout all of Boone County.
